More than 2,000 people have contracted HIV through blood transfusions in India

Official reports have revealed that contaminated blood has
infected at least 2,234 people in India with HIV through
transfusions in the past 17 months alone.
All hospitals are legally required to screen blood for HIV, as
well as hepatitis B, C, and other infections, before a
transfusion. But the new data suggests this isn't happening
consistently across the country, possibly due to a lack of
funding.
"Each such test costs 1,200 rupees (US$18) and most
hospitals in India do not have the testing facilities,"
information activist Chetan Kothari, who petitioned for the
data to be released, told the BBC.
"Even in a big city like Mumbai, only three private hospitals
have HIV testing facilities. Even the largest government
hospitals do not have the technology to screen blood for
HIV," he added . "This is a very serious matter and must be
addressed urgently."
The data was collected by India's National Aids Control
Organisation (NACO), but was only released to the public
when Kothari filed a Right to Information query.
When it came to infection rates, some parts of the country
were worse than others, with the highest number of
transmissions - 361 cases - being reported in the northern
state of Uttar Pradesh.
In the country's west, the state of Gujarat recorded 292
cases and Maharashtra had 276 cases. As reported in local
paper The Hindu, just last week, a three-year-old boy was
infected with HIV after receiving contaminated blood to
help treat serious burn injuries.
India already has more than 2.1 million people living with
HIV or aids, which is why it's so important to screen blood
for the virus before using it in transfusions.
By law, this needs to be done by all blood banks that
collect blood donations and distribute them to hospitals,
and they use a range of tests to isolate and seek out
pathogens such as HIV, malaria, hepatitis B and C, and
syphilis in every sample of donated blood.
Only blood that's clear of infection is allowed to be used in
transfusions. But this latest data shows that this screening
process isn't working in India, potentially due to the cost
and infrastructure required to maintain this system.
Kothari also told the BBC he thought the official rates were
underestimating the problem. "This is the official data,
provided by the government-run NACO," he said . "I believe
the real numbers would be double or triple that."
But deputy director of NACO, Naresh Goyal, told Himanshu
Goenka over at the IB Times that the country has made
great progress when it comes to reducing the risk of
infection.
"These are unfortunate cases and we are working towards
the goal of zero transmission. Having said that, these
numbers must be looked in the context of the scale of our
HIV program," he said . "It is now legally mandatory for
every blood bank to screening the units before giving it to a
patient."
India has also banned blood banks from paying donors, to
help reduce people at high-risk of HIV infection from
donating (although the BBC reported last year that blood is
still being sold readily on the black market in the country).
To put things into perspective, 20 years ago, 8-10 percent
of total HIV infections were caused by blood transfusions.
Now, that figure is below 1 percent.
The HIV infection rates are also slowly dropping in the
country - in 2007 there were more than 2.2 million people
infected.
Instead of blaming a lack of screening, Goyal told the IB
Times that contaminated blood could sometimes
accidentally get through, because of the 10-day period
after HIV infection that the virus remains hidden in the
blood.
"In some cases, the donor may be in a window period -
before his HIV viral load can be detected - when he donates
the blood," said Goyal. "In such cases, when screened, the
blood sample shows a false negative."
Still, there's more that could be done. In countries such as
the US, Australia, and the UK, potential donors are
screened even before they donate blood, to make sure they
don't carry any infections. The blood is then tested again
afterwards by blood banks.
These countries also don't allow people at high-risk of HIV,
such as sexually active gay men, to donate in order to
further reduce the risk of blood being donated during the
10-day false-negative window.
Let's hope progress continues, and eventually people in
India can receive a life-saving blood transfusion without the
fear of infection.

                                         BUHARI

It is one year today since our administration came into office. It has been a year of triumph, consolidation, pains and achievements. By age, instinct and experience, my preference is to look forward, to prepare for the challenges that lie ahead and rededicate the administration to the task of fixing Nigeria. But I believe we can also learn from the obstacles we have overcome and the progress we made thus far, to help strengthen the plans that we have in place to put Nigeria back on the path of progress.
We affirm our belief in democracy as the form of government that best assures the active participation and actual benefit of the people. Despite the many years of hardship and disappointment the people of this nation have proved inherently good, industrious tolerant, patient and generous.

Man sued God to court for been unkind to him

An Israeli man has petitioned the Haifa Magistrate's Court
for a restraining order against God, claiming the Almighty
has been particularly unkind to him.
The initiator of the request, a resident of the northern
port city, represented himself in court, the Walla news
site reported on Wednesday.
A protocol of the hearing noted that God did not turn up
for the session, although it did not specify how the court
determined the Omnipresent was not in fact there, as
opposed to merely exercising the right to remain silent.
The petitioner, who was not named in the report, noted
that he had tried to obtain the restraining order from
police for the past three years but that police had merely
sent a patrol car to his home on 10 occasions.
He argued that over a three-year period God, had
exhibited a seriously negative attitude toward him,
although details of just what divine mischief he had borne
the brunt of were not mentioned in the report.
Presiding Judge Ahsan Canaan denied the request, which
he said was ludicrous, asserting the applicant needed
help not from the court but rather from other sources.
The report did not include a response on the outcome
from any of the multitude of available spokespeople on
behalf of the Lord.

BREAKING NEWS: NIGER DELTA MILITANTS BLOWUP CHEVRON VALVE, ASK BUHARI TO DO HIS WORST

MILITANTS in the Niger Delta region have continued their
onslaught on oil installations in the area with the blowing
up of the Chevron Valve Platform in Abiteye, Warri North
council area of Delta State. The incident it was gathered
occurred at about 10:40pm on Wednesday. Though the
company's Public Affairs Manager, Deji Haastrup could not
be reached for comments on the incident, on official of the
Department of Security Services, DSS who spoke on
anonymity, confirmed the incident adding that the platform
was totally destroyed with the use of dynamites.
The security source further hinted that the platform is a
major connecting point where all other platforms link up
and serves as a fulcrum to chevron BOP and the Chevron
Tank farm thereby halting all operations of the company in
the region. Claiming responsibility for the incident, the
Niger Delta Avengers, a militant group in the region in a
statement on Wednesday night, while attributing the
incident to the effort of its strike Team 6, stated that
attack on the facility is in line with its promise to the
Nigerian government to cripple the economy.

The group which had earlier claimed responsibility for
destroying the Forcados 48-inch Export Pipeline, also
threatened to attack oil facilities in Lagos and Abuja, the
nation's capital. "We want to pass this message to the all
international oil companies operating in the Niger Delta that
the Nigeria Military can't protect their facilities. They
should talk to the federal government to meet our demands
else more mishaps will befall their installations. "Until our
demands are met, no repair works should be done at the
blast site," the group added.

JUDGE ON NNAMDI KANU CASE, I HAVE ANOTHER EMERGENCY CASE TO ATTEND

The Court of Appeal on Thursday, May 5, reserved ruling on
an appeal made by the leader of the Indigenous People Of
Biafra, Nnamdi Kanu. At the hearing, counsel to the
appellant, Chucks Muoma said the application billed for
hearing challenges a Federal High Court ruling against a
bail application by his client. He said the ruling was
granted as though it was the first appellant alone that
made the application for bail.
But the director of Public Prosecution, Mohammed Diri,
prayed the court to dismiss the application. Diri said that
Kanu's application lacked merit. Having heard the
submissions, the lead judge, Ahmed Aboki said the Appeal
Court would reserve ruling on the application. Aboki said
the his team had another emergency case to attend to. He
also said that a date for the reserved ruling would be
communicated to the parties involved in the matter. Kanu
had filed four applications challenging the lower court's
ruling on his matter
On of the application include the ruling by Justice John
Tsoho of the Federal High Court granting the Department
of State Services the permission to protect its witnesses.
Kanu's lawyer, Muoma had in his argument said it will be

MIKEL IS CHELSEA’S LAZIEST PLAYER — SAYS JOHN TERRY

Chelsea captain John Terry while giving unofficial awards
to his colleagues named Super Eagles captain, John Obi
Mikel as the laziest player in the team.
Terry accused Mikel of always sleeping whenever the team
travelled for engagements.
"No one's the lazy one but Obi. Mikel sleeps everywhere
we go on the coach. It could be a five minute journey and
you look round and he's asleep. He sleeps everywhere!"
In other award, Terry named controversial striker, Diego
Costa as the team's joker with Pato picked as angel.

"The joker of the team would be Diego Costa," Terry told
Goal. "Very funny guy. The angel would be Pato – he's an
angel! Willian would be Mr. Cool. He likes his clothes and
his fashion. Branislav (Ivanovic) is the strongest.
"Willlian has been our best player, Kurt Zouma was doing
well up until his injury but Willian has been the standout
player for us, this year."

FG ORDERS DOCTORS TO TREAT GUNSHOT VICTIMS INSTANTLY WITHOUT POLICE REPORT OR MONEY

Doctors will be obliged to treat emergency victims,
including those injured by gunshot, without requesting
police clearance or money for the service. This
announcement was made by Isaac Adewole, the minister of
health, at the swearing-in ceremony of 342 foreign trained
medical doctors and six dentistry graduates in Abuja on
Tuesday.
The foreign graduates were successful in the Medical and
Dental Council of Nigeria (MDCN) assessment held from
April 6 to 8, which enables them to practice in the country.
He said: "Hospitals are sanctuary for the sick and injured,
never must our hospitals be closed for whatever reasons;
even in war time situations, hospital must remain
open. Doctors must show no restraint in treating
emergencies, even with gun-shot wounds you must treat
them, thereafter raise questions. You must also treat
emergencies before asking for money because life is more
precious than money."
On internship programmes and funding
The minister confirmed the lack of adequate places for
internship programmes, however, assured of the
government commitment to fund the programme and
fair distribution.
"The Federal Ministry of Health has strategically identified
and mapped out a number of key activities to ensure that
Nigeria reverses the ills and failures in the healthcare
system. Training of prospective and qualified healthcare
professionals is one of the key agenda of the present
administration.
On receiving your registration certificates and licenses, you
will proceed to your internship training at any of the MDCN
accredited centres. We are not unaware of some of the
challenges some young doctors experienced in securing
placement for internship.
We are working assiduously to ensure that doctors eligible
for internship training will no longer wait endlessly
searching for centres to enrol for their training.
With over hundred MDCN accredited internship centres
among others, the ministry will work with key stakeholders
to ensure effective distribution and financing of the training
programme within the country.
This will ensure that the perennial difficulties in securing
internship programmes by the resident doctors will become
history," Mr Adewole explained.
Recall that last weel The National Youth Service Corp
(NYSC) has reported about their plans to deploy doctors,
nurses and other medical corps members to all the major
Internally Displaced Persons (IDP) camps across the
country.

WE WILL POISON OUR WATER TO KILL YOUR COWS, FAYOSE THREATENS FULANI HERDSMEN

Governor Ayodele Fayose of Ekiti State, on Tuesday,
warned marauding herdsmen that have sent many
Nigerians to their untimely graves in parts of the country to
steer clear of his state or otherwise risk a greater danger
for their cattle.
He said failure on their part to heed the warning would lead
to the people of the state poisoning the source of water by
the herdsmen for the cattle.
Fayose stated this on Tuesday, while speaking on the topic:
"Journalism and Politics; two sides of a coin," at the World
Press Freedom Day organised by the Nigeria Union of
Journalists (NUJ), Oyo State Council, held at the Dapo
Aderogba hall, Iyaganku, Ibadan.
Fayose said the time had come for Nigerians to defend
themselves in the face of unwarranted attacks and killings
by suspected herdsmen across the country.
Citing the carnage carried out by them in Benue and Enugu
states, the governor said Boko Haram appeared to have
changed its identity to herdsmen, unleashing terror on
innocent citizens of the country,
He said he had instructed his people to poison water with a
particular brand of chemical used against fungal attacks in
the event of any herdsmen attack in Ekiti.
"It seems Boko Haram has changed identity to herdsmen
now. You as journalists must speak out, the killings are
under reported. Is it about the mass burial in Kaduna State,
the Agatu saga or the recent killing which happened on
Monday? Ask questions," he said.
On his criticism of President Muhammed Buhari, Fayose
said he had nothing against the personality of the
president, but that the world democracy did not live on old
leaders again.
Fayose said it was wrong for the president to believe he
could use the panacea he adopted to tackle national
problems over 30 years ago as head of state to solve
current national challenges.
"President Buhari is too old to rule this country and that is
why there is problem in this country now. He is like my
grandfather. Nigeria should not produce any president that
is over 60 years.
"World democracy don't parade octogenarians again. Young
people should rise up to challenge the older generation.
Maybe that is why there is a law that a pilot should not fly
an aircraft after 65 years of age," he said.
Fayose advised journalists in the country to hold politicians
accountable for their deeds and character while in office, in
order to save the country from going down.

"You are the last hope of common man. When journalists
support looters, there is confusion of vision. Journalists
should shy away from it. Bad politicians should be brought
to justice. Don't write about issues you don't know. Don't
rely on what a politician told you of his supposed enemy
and don't inherit his enemies. Journalists must help bring
corrupt politicians to justice.
"When politicians are going wrong, let them feel the heat
first from you. Most politicians are using journalists in
Nigeria for their dirty jobs and they are supporting wicked
politicians. Journalists in Nigeria always shy away from the
truth because they are self-centred and greedy. As a
journalist, you need to discharge your duty without fear or
favour.

17 year old boy in Benue murders his mother for ritual purposes

A 17year-old boy named Agayo Iorzenda, has been arrested
by the Benue State Police Command, for killing his mother in
Katsina/Ala Local Government Area. He claimed she was
allegedly responsible for him being 'impotent'.
According to Vanguard , he was paraded at the Place
Command Headquarters. The Commissioner of Police, Mr.
Paul Yakadi, revealed that the suspect who was caught by
the Police after the incident, allegedly shot his mother with a
locally-made gun after an Oracle revealed that she was a
witch and had used his manhood, rendering him impotent.
Speaking to reporters, the culprit said:
"I went to consult the oracle over my impotence and I
was told that my mother used my manhood for
witchcraft and rendered me impotent. She did not
want me to be a man. So my friend advised me to kill
her so as to use her blood to acquire spiritual powers
that will help me become rich and also do many other
things. That was why I shot her."
The Police are still conducting investigations, after which he
would face trial.

The Leaves of Soursop Are 1,000 Times Stronger At Killing Cancer Cells Than Chemotherapy!

Soursop, or also known as Graviola, is an exotic
fruit known for its unique taste that many people
say is a cross between strawberries and pineapple.
Sounds delicious! But besides being tasty, this fruit
possesses amazing medicinal properties .
The bark, leaves, and root of the soursop tree have
been used for treating and preventing a variety of
health problems for hundreds of years now. In this
particular article, we will put a spotlight on the
leaves of the soursop tree . Read on!
Effective Against Cancer
Soursop is widely promoted as an alternative
cancer treatment. However, there is no medical
evidence yet. Proponents claim that the effects of
soursop leaves in fighting cancer cells are
thousands of times better than chemotherapy.
What's even better, they're much cheaper than the
popular treatment for cancer, and it does not come
with any side effects and complications. It is said
that soursop leaves are highly effective against
lung, breast, and prostate cancer.
In order to make a tea out of soursop leaves, chop
up 10 soursop leaves and boil them in 3 cups of
water. Turn off the stove when about 2/3 of the
water evaporates and only 1/3 remains. Allow the
tea to cool down and consume it.
Urinary Tract Infection Treatment
Urinary tract infection (UTI) is a condition that is
characterized by the bacterial infection of the
urethra, urinary bladder, ureters, and kidneys.
Consuming tea made of soursop is believed to have
powerful effects against urinary tract infections. If
you are prone to this condition, you may take the
said tea on a regular basis as a preventive
measure.
Soursop Tea Great for Gout Treatment
Gout is a condition characterized by inflamed and
painful joints, in particular, the joints in the feet and
hands. Consumption of tea made from boiling
soursop leaves can help relieve this condition. This
natural remedy for gout works like a miracle
because it helps in flushing out uric acid from the
blood, the main reason behind this painful
condition.
Effective Against Rheumatism
Similar to gout, rheumatism is a condition wherein
the sufferer experiences painful and swollen joints.
The muscles can often be affected as well. An
excellent way to treat rheumatism without the
intake of non-steroidal anti-inflammatory drugs
(NSAIDs) is with the help of soursop, a natural
remedy that possesses amazing anti-inflammatory
properties. Simply boil several pieces of soursop
leaves and mash them in order to make a poultice
that you may apply to the affected joints and
muscles. Apply up to twice a day.
Perfect for Eczema
Soursop leaves can also be used to treat eczema.
The best thing about using these leaves is that
they don't come with any unfavorable side effects
like most topical steroids do, especially when they
are used for extended periods of time. To fight
eczema, simply follow the procedure above on
making a poultice out of soursop leaves. Apply the
poultice liberally on areas of the body affected by
eczema to benefit from its anti-inflammatory
properties.
Boost the Immune System
Do you often find yourself having a cold, cough, flu,
and a variety of other diseases and infections?
Maybe the reason is a weak immune system. An
excellent way to protect your body more effectively
against invading microbes is by regularly consuming
tea derived from soursop leaves. This beverage
may also be taken if you are already suffering from
an illness in order to help your body bounce back
from it at a much faster rate.

Sowore, Sahara Reporters’ Founder Accuses Facebook Of Accepting Bribe From Saraki

In a post on his Facebook page , Omoleye Sowere the
founder of the online news media , Sahara reporters
accused Facebook of taking bribes from senate president
Bukola Saraki to shutdown his personal page and promote
a fake Sahara Reporters page named Saraha Reporters
Rescue and sponsored by the senate president .
Omoleye lamented being locked out by Facebook for
posting numbers of Senators loyal to Bukola Saraki while
the fake page was kept online despite also posting
numbers of the judge handling Saraki CCT trial. Sowore
also alleged that Saraki was funding the Fake page as a
reprisal for Sahara Reporters' publications about the
corruption trial faced by Bukola Saraki at the CCT .
See his post below :
Sahara Reporters has been at the forefront of media trial in
the corruption case involving the senate president at the
CCT. Some opinions have it that Omoloye Sowore and
Sahara reporters are being funded heavily by some
stalwarts of the APC who are after Saraki for deviating
from the APC ' s choice of senate presidency to form
alliance with the PDP which saw him come through as the
senate president .
Bukola Saraki recently claimed in an open letter sent to
Dele Momudu and circulated online that he is being
politically hunted because he opposed a Muslim /Muslim
ticket from the APC in the 2015 election. Indications point
to the claims that the Muslim/Muslim ticket was meant to
produce a Buhari /Tinubu ticket.
Sahara Reporters was obviously very vocal in the use of its
platform to promote the candidate of the APC , president
Muhammadu Buhari during the 2015 elections . Till date,
Sahara Reporters' publications are still skewed in sympathy
with the APC . A position many readers see as " bias " and
dangerous for professional journalism .
Saraha Reporters' one -sided reportage has earned them a
reputation many think will lead to the collapse of sound
journalism in Nigeria. The founder , Sowore who came to
fame via a video circulation online of his defiance to
lateness exhibited by former minister of foreign affairs , Mrs
Viola Onwuliri during her visit to Nigerians living in the
United States during the Jonathan ' s administration has
somewhat deviated from his earlier activism spotlight to a
derailing status of paid blackmailing and image laundering.
Recent Attacks by Sahara Reporters on Saraki are
underscored by the fact that the authority to declare him
guilty lies with the court at which he is currently
undergoing trial. Many have opined that Saraki under the
law is presumed innocent until declared guilty by certified
court of law whose jurisprudence are insured by provisions
of the Nigerian law .
As at the time of filling this report neither Facebook nor
Saraki has responded to the allegations made against them
by Sowore .

FG TO STOP RELIGIOUS PRAYERS AT EVENTS

Strong indications have emerged of the Federal
Government's move to stop the saying of opening prayers
at events across the nation and replace it with reciting the
second stanza of the National Anthem.
The National Orientation Agency (NOA) led by
the newly appointed acting director general,
Ngozi Ekeoba announced the move on microblogging
website, Twitter on Thursday,
March 24, 2016.
The agency wrote: "The 2nd stanza of Nigeria National
Anthem is being promoted by the NOA as opening prayer at
events."
Although a handful of Nigerians kicked against
the move but the agency insisted that it was a
great step towards promoting the National
Anthem.
A source privy to the matter disclosed that the
agency rule is yet to be enforced as the agency is still
consulting with relevant stakeholders on the issue.

"The new DG has been promoting it since she came on
board, but she is also careful not to receive a backlash for
the idea given the very religious nature of Nigerians," the
source said.
"So at the moment it is not been enforced but they are
pushing the idea to many people, agencies, government
departments and parastatals and many are okay with the
idea.

SENATOR IKE EKWEREMADU REVEALS, NATIONAL ASSEMBLY WILL NOT SUPPORT CREATION OF GRAZING RESERVE ANYWHERE IN NIGERIA

The Deputy Senate President, Chief Ike Ekweremadu, says
the National Assembly will not support the creation of
grazing reserves anywhere in the country. Addressing
newsmen on Sunday after a meeting of the South East
governors and stakeholders in Enugu, Ekweremadu said that
there was no bill on the creation of grazing reserves before
the National Assembly.
He, therefore, said that the purported bill for the creation
of grazing reserves was a "hoax'', adding that the press
should strive to stop such rumours. "There is no such
proposal or bill on the creation of grazing reserves either in
the Senate or House of Representatives. "Nobody is
considering it; not even at the executive level. I do not
think they are considering it but we will not support it even
if it has been considered," he said. Ekweremadu said that
the meeting was convened in reaction to the attack on the
people of Uzo Uwani by suspected herdsmen.
He said that the meeting reviewed all that happened since
then and thanked all stakeholders who had shown
sympathy to victims of the attack. On the absence of Imo
and Anambra governors, Ekweremadu said: "The South East
governors proposed to meet today to review these matters
but regrettably, the message did not get to Imo and
Anambra governors. "So you can see mainly the PDP
governors are here. So, they had to review the matter and
more importantly, ensure that every governor will be in
attendance in the next meeting.
"The meeting is rescheduled within the week where all the
governors are expected to be in attendance," he said.
Ekweremadu said that the meeting looked at a more
regional approach to curbing the menace of the herdsmen
so as to ensure that it did not happen again. "We are
looking at a concrete and more coordinated approach on
how to protect our people from this carnage," he said. Also
speaking, Gov. Dave Umahi of Ebonyi said that there was
no disunity among governors in the South East zone.
Umahi said that the governors would take a cursory look at
the federal budget, when signed into law, so as to ensure
that the zone got what was due to it. He said that the
governors would ensure the rehabilitation of federal roads
in the zone if such arrangements were captured in the
budget. ""I am sure the Federal Government's budget is not
yet signed. So when it is signed, it will be the duty of all
zones to start agitating for attention," Umahi said. Gov.
Umahi, Gov Ifeanyi Ugwuanyi of Enugu State and Gov.
Okezie Ikpeazu of Abia attended the meeting.

The Guards Brigade of the Nigerian Army on Monday, April
18, paraded 36 armed herdsmen who were intercepted by
troops of the 117 Guards Battalion Keffi along the Abuja-

According to the spokesman of the brigade, Captain Bashir
Jajira, the 36 herdsmen were arrested by troops at the Keffi
check point at about 4:30 pm Sunday, April 16, in a Diana
Truck and a Toyota Camry Salon car.
He said during interrogation by troops at the check point, the
herdsmen said they were going to Nasarawa LGA of
Nasarawa State. Jajira said after a thorough check of the
vehicles, the troops discovered one pump action gun, 19
cartridges of dane guns, 118 cartridges of ammo, 28
cutlasses, three jack-knives, 14 sticks, seven torches,
assorted charms and hard drugs.
He also said the other group of 56 herdsmen were arrested
at the Dantata check point between Kuje and the airport in
the Gwagwalada area of the Federal Capital Territory (FCT).
He said items recovered from them include 26 cartridge
dane guns and 49 cutlasses and knives. Jajira added that all
the suspects claimed to be on the lookout for cattle rustlers
who stole their cows. Captain Jajira said the suspects would
be handed over to the police for further investigation.
The Commander, Guards Brigade, Brigadier General Musa
Yusuf, told newsmen that the arrests showed the

Lawmaker, security operatives chase Fulani herdsmen into forest in Delta state

THE member representing Ethiope East constituency in Delta State House of Assembly, Mr. Evans Ivwurie, yesterday, recounted how he and security operatives in the area, chased Fulani herdsmen who were in the habit of attacking farmers in the area into the forest on foot. The lawmaker while giving details of his “Operation arrest, meet and engage their sponsor” campaign, said that instead of waiting for the Federal Government to combat the incessant attacks by herdsmen in the area, he had decided to take the bull by the horn and go after them rather than wait for the herdsmen to attack his people. Those who accompanied the lawmaker on the chase were the Abraka vigilante, Divisional Police Officer in charge of Abraka police station, Isah Hassan and his Mobile Police Unit Commander. Ivwurie said: “I had embarked on a preventive approach to this matter which is identifying the source and taking the battle to the enemy in their domain. “Though these herdsmen are said to have been faceless and unknown prior to now, we succeeded in identifying their base deep inside the Oria-Abraka forest and chased them as they fled leaving behind their herd of cattle. “As soon as they saw us coming, they fled into some already dug tunnels leading to other dense parts of the forest which shows how organised they are. But we are not deterred as we have sent a clear message to them that it is no longer business as usual. “We are not trying to take the laws into our hands but rather, the campaign is to identify the sponsors of these herdsmen and constructively engage them if they want to truly embark on their cattle rearing business in our communities.”

The #CommonSense Senator Ben Murray-Bruce Is Making Another #CommonSense That's Not Common

I was looking at cut off marks for students from different states. What I saw is nothing short of legalized discrimination #MeritNotQuota

How can one state have a cut off mark of 20 and another has 136 in the same country. Can we progress with such injustice? #MeritNotQuota

If after 40 years of practicing quota system a state still has cut off Mark of 20 isn't that proof quota is not working? #MeritNotQuota

We want unity in Nigeria. As long as we retain quota systems, there'll be resentments amongst Nigerian which fuels disunity #MeritNotQuota

Before we had quota, Saudi Arabia's royal family came to the University College Hospital, Ibadan for treatment in the 60s #MeritNotQuota

After we implemented quota system, our leaders began to go to Saudi Arabia for treatment. The facts speak for themselves #MeritNotQuota

Leaders who promote quota should do us a favor and allow a quota system doctor operate on them next time they need surgery #MeritNotQuota

As long as quota system of entry into schools & jobs doesn't change, Nigeria won't change much, no matter who is president #MeritNotWuota

If we want progress in Nigeria, we must remove every social injustice and ensure a level playing ground for all Nigerians #MeritNotQuota

Look at our private sector. The reason private enterprise is doing so well is because of merit not quota #MeritNotQuota

It is an insult to call people educationally backward. I have 1017 staff from all over Nigeria. They are all brilliant #MeritNotQuota

No ethnic group is intellectually superior or inferior to another. God is not unjust. That is my case against quota system #MeritNotQuota

Military Ranks of the Nigerian, History And Their Meaning

RANK

The word rank originated in the 14th century., from the Old French word ranc.  "Ranc" itself is of proto-germanic origin from the word khrengaz meaning "circle, ring."  The use of the term in the context of a  "social position" began around 1430;  while the context of "put in order, classify" came into use in 1592. The term 'Rank and file'  was first used in 1598, in the context of soldiers marching in formation, but was subsequently generalized to mean "common soldiers" in 1796.
In modern usage, a rank is a title insignia that defines the relative position of soldiers and officers in the military hierarchy.   Over the years, particularly in the sixties, observers of Nigerian military affairs may have noticed that ranks may be further qualified by phrases like 'Acting' Brigadier, 'Temporary' Major, 'Substantive' Lt. Colonel, 'Local' Captain, etc.    A Substantive rank e.g. S/Major is a legally confirmed and permanent rank with appropriate salary and perks.   A Temporary rank e.g. T/Major is one that is conferred for a short period of time, typically for a specific task or mission or to enable maintenance of regimental discipline by allowing a junior officer take on responsibilities that exceed that which otherwise be appropriate for his substantive rank.  During the period of rapid Nigerianization in the sixties, for example, this was often a mechanism for dealing with manpower shortage. To allow indigenous Nigerian command of Brigade level formations, Lt. Cols. JTU Aguiyi-Ironsi and Samuel Adesoji Ademulegun were double promoted to the rank of T/Brigadier in 1962.  Then Lt. Col. Zak Maimalari followed suit, joining Babatunde Ogundipe as Nigeria's fourth Brigadier.  An officer who holds an Acting rank temporarily enjoys the salary and perks of that rank, but can be reverted - without notice - to his previous rank by order.  During the civil war, for purposes of carrying out operations in specific locations (or to replace officer casualties) some NCOs and Officers were granted not only Acting ranks but also higher Local ranks, which were temporary like the Acting ranks but - theoretically - unpaid. There have been other situations when such measures were taken.  For example, when Brigadier JTU Aguiyi-Ironsi was deployed as Force Commander ONUC in 1964 he was granted the "Local" rank of Major-General in the Congo.  He reverted to his substantive rank of Brigadier when he returned to Nigeria.

APPOINTMENT
It is important to distinguish a Rank from an Appointment, even though they can overlap and it is best that persons of appropriate rank fill appointments. When a person of appropriate rank fills a specific office or role or function, it is said to be an appointment. Ranks may evolve into Appointments.     Titles may be ranks in some Armies but appointments in others.  Some appointments are ceremonial or honorary.  In the Canadian military for example, Army titles such as Canadian Forces Chief Warrant Officer, Command Chief Warrant Officer, Chief Warrant Officer of a higher formation, Base Chief Warrant Officer, Trumpet or Bugle or Drum or Pipe Major are actually 'appointments' rather than ranks.  In the British Army examples of appointments include Chaplain-General, Colonel-Commandant, Colonel-in-Chief, Colonel of the Regiment, Quarter-Master-General, etc.
That said, let us examine the history behind the nomenclature of ranks in the Nigerian Armed Forces.  But before focusing on each service, let us identify current harmonized Nigerian military ranks side-by-side:

NIGERIAN ARMY
The post-colonial Nigerian Army (NA) traces its origins to 1863 when British Naval Lt. Glover established "Glover's Hausas." He used the small force of runaway slaves to mount expeditions to the hinterland primarily to protect British trade routes.  From this humble beginning  the West African Frontier Force later evolved and gave birth to the Nigerian Army.  [http://www.gamji.com/nowa5.htm; http://www.nigerianarmy.net/briefhistory.htm]  Badges of rank of the Nigerian Army are mostly patterned after those of the British army, except that the Nigerian eagle (from the Coat of Arms) replaces the British crown on the insignia of officers of the rank of Majors and above.
